VISION

BARANGAY OSMEÑA is envisioned to be a dynamic partner of the society in promoting agricultural trade and tourism through its productive, safe and friendly environment inhabited by self-reliant and congenial people governed by trustworthy, responsible and competent leaders working in partnership towards a brighter future.

The history of the town of Solano was based from the book Journal of Northern Luzon. Our town was born in the year 1765. Father Alejandro Vidal, a missionary, gathered all the conquered natives and formed Bintauan in a place called “Lungab”, a Gaddang word which means cave. They called it Lungabang but when the Spanish came, they changed its name to Lumabang. It became the name of the place for the next 100 years.

 

During the visit of Governor General Ramon Solano y Llanderal here in Lumabang, he saw the vastness of this land. He then authorized for Lumabang to be separated as a barrio. By the power of a decree from the Governor General in the year 1860, Lumabang was turned into a town. The people changed its name to Solano as their gratitude and to honor the Governor General.

 

For the town of Solano to be divided equally, Father Juan F. Villaverde ordered for it to be measured. The town of Solano, was then divided into four districts. Among the four, District 2 was assigned to our place. In our District, eleven (11) “sitios” were established namely, (1) Kaldaan, (2) Wacal, (3) Bangaan, (4) Mongcol, (5) Gaud, (6) San Luis, (7) Lactawan, (8) Aggub, (9) Tucal, (10) Uddiawan and (11) Bintawan. The leader of the district was called “Teniente del Barrio”.

 

District 2 is a rich land with industrious, loving and law-abiding people. From this noble people, a dynamic leader was born. Served as a Teniente del Barrio, Mr. Emilio Fernandez encountered a lot of problems which he prioritized. He urged the cooperation of the people to help him improve their roads. Years of hardships and sacrifices passed in the pursuit of the progress of their place.

 

In the years 1943-1945, just before the Liberation, Mr. Pedro Angeles succeeded as Teniente del Barrio. He continued the foundations built by his predecessor.

 

After the World War II, Mr. Isidro Bolusan became the Teniente del Barrio and served for 13 long years (1945-1958). He accomplished a lot of things during his term. He was succeeded by Mr. Vulmaro Tomas for a year (1958-1959) since Mr. Vicente Lucas was appointed to be the Teniente del Barrio from 1959-1970.

MISSION

To educate and mobilize BARANGAY OSMEÑA towards the promotion of agricultural systems and trades, the protection and rehabilitation of natural resources, preservation of socio-cultural heritage, development of human resources and maintenance of peace and order through honest and responsible governance.

A new means of leadership was arranged. Through the Republic Act 6068 of 1970, District 2 was changed into a Barangay and was named Barangay Osmeña in honor of the President Sergio Osmeña. In the same year, the Municipal Council of Solano passed Resolution No. 32, Series of 1970 declaring March 15, 1970 as the first Barangay Election. The first Barangay Captain to win was the Hon. Rufino Cadiente who served from 1971-1990. In the span of 20 years of service in Barangay Osmeña, a significant change happened in the barangay.

 

In the year 1990, the Hon. Tranquilino Bangloy won as the Barangay Captain of Osmeña. A lot of projects were made during his term until the year 1994.

 

In June 30, 1994, Hon. Bernardo L. Rosales, Jr. won as the Barangay Captain. He continued to do projects that brought convenience to the people of the barangay.

 

In December 1, 2007, until November 30, 2010, the Hon. Oscar D. Corpuz served as the Punong Barangay and wholeheartedly served the people of Barangay Osmeña.

 

The Hon. Bernardo L. Rosales, Jr. came back as the Punong Barangay in December 1, 2010 and continued serving until November 29, 2013.

 

It was exactly 12:00 noon of November 30, 2013 that the Hon. Danilo E. Domingo emerged as the new Punong Barangay of Osmeña after winning the Barangay Election last October 28, 2013. Since then, his dynamic leadership has spearheaded numerous projects that revived and enhanced the barangay’s vision into being more disciplined and progressive place for its people.
